At my place it is considered life safety, eg sprinklers need to be able to function. But I'd also hate to have a dozen or more people in one space for 8+ hours without a flushable toilet or functioning sink.

you need water to live and stuff. I would absolutely refuse if my employer expected me to come in on day two of no running water unless they had brought in portable toilets and water fountains and had working fire suppression.
- toilets
- washing your hands
- drinking water sometime during a shift that might be between 4 and 12 hours
these aren't luxuries.

Do you have fire suppression at home? I unfortunately do, for which I am paying an absurd amount (~$500 per month), as you are not allowed to turn it off where I am -- it needs to be decomissioned with a $10000 permit and then fully dismantled (which would bring down my house as it rests on these 6-inch pipes).
Depending on who you are working with, toilets can be an issue I suppose. Go to Chipotle Grill next door.

Expecting basic amenities from my employer? wuss behaviour. drinking from the tap, unimaginable.
Did they fix it? Reminds me of a friend whose house was crushed by a tree two years ago. Still rebuilding while insurance is paying a ridiculous rent to someone who knows how to work the system
