Speaking from the perspective of an average person in Japan, I personally didn't even know the "Small Web" existed until I came here. I think only people who are very tech-savvy or those who have been deeply involved in the internet since the 90s would know about it. It feels like most people in Japan are simply enjoying the mainstream web.
Also, I don't think there's a lot of widespread interest in breaking away from that. I've been watching the Japanese internet since the 2000s, and since the late 2010s, it feels like making money online has become the norm. For that reason, the number of people active in the mainstream seems to be increasing.
