the feature you speak of, which is clicking middle mouse-button on the scroll wheel to enable (as far as I'm familar) a click-scroll you can navigate in whichever available scroll direction to scroll to, for which I recognize is not available in lagrange is -also- not available on the browsers I use for the web.

I use this in Firefox and lagrange, you just have to hold the button down while you do it.
