Ah, I just remembered there is actually a way to follow people "passively", using the post and comment index pages in feed mode. For example:

@Atomic-Germ clearly you did not read the comment I added after posting. @Half_Elf_Monk and @skyjake more helpfully pointed out the existence of notification settings, which allow me to customize this the way I want.
