I will probably add it. MW dic says it's just a plural noun, but as clothing goes, no cowboy would be caught with a single chap. So it's like pants -- plural-looking but stands for one object.

i would consider pants and chaps to be mass nouns because you have to use a unit if you want to talk about a definite number of them. i'm not a dictionary editor though so what do i know.

Yes, pants, scissors, and such words are the exception to the plural -S rule.
