GURPS Space, GURPS Vehicles (for 3E) are made for these sorts of things. BTRC's EABA Stuff (for designing anything) is another, as was their Guns! Guns! Guns! and CORPS VDS (Vehicle Design System) for their earlier CORPS v1.0 RPG.
Other interesting things along this line are Mythmere Games' Tome of Adventure Design and Arion Games' Advanced Fighting Fantasy Adventure Creator. AFF Adventure Creator is also useful for solo RPGing, as a "create a solo adventure as you go" tool. I haven't read Mythmere's Tome of World Building, just out in PDF, but it is probably interesting as well.
Oh, and GURPS Robots (also for 3E) is still available in print and in PDF, as is GURPS Vehicles.
And I should have mentioned GURPS Spaceships (for 4E) along wiht GURPS Space.
And really, in the generic games like GURPS, EABA, CORPS, BESM/Tri-Stat character generation is a fascinating game in and of itself. You can build anything with them, really.

Burning Wheel's debate mechanics and Blades in the Dark's territory and timers were systems I thought looked interesting but I've got no idea how well they play.

Iron Crown's HARP, High Adventure Role Playing Fantasy, has some interesting systems for designing new spells and creating enchanted objects in its supplement College of Magic.

Anyone have recommendations for RPG books that are more fun to ponder or tinker with as a GM than to realistically implement? I'm only familiar with Traveller, but love the overcomplex tech systems of Fire, Fusion, and Steel and mad scientist toolbox that is Traveller5. What other games/supplements are there where just building or generating stuff is fun?
