I don't know what it supports, but the Sunbeam wireless phones have various features. the hotspot and waze features are useful.

I am not sure. if this checks all your requirements: I am using the Mudita Kompact with some sideloaded apps. Not 100% dumb but still to slow and calm to trigger my phone addiction.
