Your auto-reloading dashboard is almost certainly the cause here. Email notifications are not sent if Bubble determines you have already seen them, since that would be redundant and spammy.

About email notifications — In my self-hosted bubble I have a likely issue with email notifications, where I don't receive them, BUT if I trigger some post/like/thanks whatever, on purpose, I do receive them. sendmail is working, I'm not in sleep hours, the subspace is followed - this user also happens to be the instance's admin; the only thing I have set up is an auto reload of dashboard page with Lagrange (so that I actually notice new messages when opening the tab): can this influence in...
